The European Union is a supranational organization with 28 member states. Several other states are currently working to fulfill membership requirements. Turkey is one of those countries. Membership into the European Union is granted after a country meets several criteria, including a series of '35' chapters, and the European Council (composing representation from all member states) unanimously approves admission.

Chapter 3: Language
There are 24 different official languages spoken within EU member states. The European Commission is attempting to operate in three major languages: English, French and German. As the union expands, it becomes increasingly expensive to accommodate the diversity of languages. Each year, the EU pays language experts to translate 1.76 million pages. The number of translators employed by the EU has risen from 200 to 3000 in recent years.
